Hey! What’s the problem?
“institutionalize management of reincarnation” is just a sane attempt to control unmanaged, unfocused, unplanned reincarnations. If we allow just anybody to reincarnate willy-nilly, as it were, there’s no telling what kinds of chaos that would engender. People coming back as cars (your favorite, no doubt) or onions or whatever. Think about it.
